A 21ST CENTURY
PROPOSAL:
An Invitation to join in the discussion |
Is it the call of this generation
to create an association of Basque entities around the world?
At present we are exploring the viability of just such an
initiative by going through an assessment of the pros and
cons.
Here are the recommendations formulated by a N.A.B.O. committee
to the questions from the Bahia Blanca, Argentina meeting:
A. What do we think the goal should be for the entity (already
created at our last teleconference, and is pretty much what we
agreed upon in BB)
> Communication & culture
> Mission statement: The International Basque Association, a
non-partisan and non-political entity, will increase awareness
of the Basque people, language, history, culture, traditions,
homeland and Diaspora, and will foster friendship and
collaboration among its members.
B. What kind of a structure do we think this organization should
have?
> Loose association; forum for discussion
> No universal statements; this organization does not speak for
all Diaspora Basques
> Virtual association--primarily online communication
> Meetings every two years (incorporating the World Congresses)
> Two leaders at any one time; staggered terms where each serves
one year but rotating so there is always someone there with a
half-year experience when someone new starts. Staggered
leadership to balance a large with small community.
C. What kind of membership should it have?
> Any Basque entity (Basque club, federation, educational group,
etc.) could opt to participate
> Candidate would be a legal entity, with a formal establishment
(bylaws, articles of incorporation, etc.)
> Candidate organizations would have to be inline with this
association's mission statement to minimize a conflict of
interests.
D. What kind of financial responsibilities should the membership
have towards the entity?
> No dues; no money--no power
> All volunteer workers; participants responsible for their own
travel expenses to meetings.
> Participants in joint project responsible for those expenses

entidad?
Respuesta de la comision de la NABO:
> Comunicación y cultura
> Misión: La Asociación Vasca International, una
entidad no partidista y no gubernamentales,
aumentará la conciencia del pueblo vasco, lengua,
historia, cultura, tradiciones, la patria y la
diáspora, y fomentar la amistad y la
colaboración entre sus miembros.
Pregunta B: ¿Qué tipo de estructura debería
tener esta organización?
Respuesta de la comision de la NABO:
> Asociación libre; foro de debate
> No hay declaraciones universales: esta
organización no habla para todos los vascos de
la diáspora
> Comunicación desde internet; asociación
virtual
> Reuniones cada dos años (incorporación de los
Congresos Mundiales de cada cuatro anos)
> Dos líderes en cualquier momento, en forma
escalonada, donde cada uno sirve un año, pero de
manera rotativa, siempre hay alguien allí con un
medio año de experiencia, cuando alguien nuevo
comienza.
Liderazgo de forma escalonada para equilibrar un
grande con la pequeña comunidad.
Pregunta C. ¿Qué tipo de composición debería
tener?
Respuesta de la comision de la NABO:
> Cualquier entidad vasca (club vasco,
federación, grupo de educación, etc) pueden
optar a participar
> Candidatos sería una entidad jurídica, con el
establecimiento formal (estatutos, artículos de
incorporación, etc)
> Organizaciones de candidatos tendrían que ser
en línea con la declaración de la misión de esta
asociación para minimizar un conflicto de
intereses.
Pregunta D. ¿Qué tipo de responsabilidades
financieras deben tener hacia los miembros de la
entidad?
Respuesta de la comision de la NABO:
> No hay cuotas, no hay dinero - no poder
> Todos los trabajadores voluntarios; los
participantes responsables de sus propios gastos
de viaje a las reuniones.
Participantes> en el proyecto conjunto de
responsables de esos gastos

To be determined: what is involved, and how it will be paid for
(if at all).
La Asociación Internacional Vasca,
una entidad no partidista y no gubernamental,
contribuirá a
aumentar el
conocimiento
del pueblo vasco, historia,
cultura, tradiciones y del pais y la diáspora, y
fomentar la amistad y la colaboración entre sus
miembros.
A determinar: qué se trata, y cómo se pagará.

The conclusions from the Oct.
meeting of some delegations of the Basque Disapora were:
1. There is a shared interest in forming an international
entity that will facilitate communication among Basques and
their organizations to promote "Basqueness."
2. The means would be to
form four regional committees to collect opinions on what
this entity should be about and how it should be structured.
3. The deadline to collect
opinions is Dec. 15, 2009, and on May 15, 2010 to have a
meeting to decide the future of this entity.
