Cross-border cooperation

The economic agents participating in the process of European integration generate an increasing demand for homogenous information of proven quality in order to carry out strategic planning which in turn minimises the risks of action to be undertaken.

To this end, Eustat has been participating in two cross-border cooperation programmes featuring the characteristics and specific objectives described below.

  1. Euroregion Aquitaine-Euskadi-Navarre

    The three statistical agencies of the cross-border Euroregion formed by Aquitaine, the Basque Country and the Autonomous Community of Navarre, i.e., L'institut National de la Statistique et des Estudes Economiques de Aquitaine, the Eustat (Euskal Estatistika Erakundea/Instituto Vasco de Estadistica) and the Instituto de Estadistica de Navarra/Nafarroako Estatistika Erakundea, began a programme of extensive cooperation several years ago to promote the exchange of information and joint publications, both in written and magnetic formats, with the aim to bring statistical information closer to its respective users and clients.

    The first outcome of this cooperation, the leaflet "EUROREGION IN FIGURES" PDF format in 1997, covers the essential socio-economic indicators of each of the areas in the Euroregion.

    Subsequently, the paper "EUROREGION IN FIGURES 2000" PDF format was published, which is a continuation of the collaboration project between the INSEE and the EUSTAT, and includes, among other new features,information referring to the Basque Provinces and the Departments of Aquitaine. This study, published in Basque, Spanish and French, consists of 39 pages, tables and graphs in colour, and is a scrupulous presentation, designed be simpler and more attractive to the reader.

    In addition, through the Regional Policy of the European Community and the INTERREG Programme, developed by the Aquitaine-Euskadi-Navarre Cooperation Fund, the Statistical Cooperation Project was devised to carry out a study on Industry in the Euroregion. This Project resulted in the publication of a second leaflet entitled "INDUSTRY IN ACQUITAINE-A.C. OF EUSKADI-NAVARRE" PDF Format in 1998, which analyses the structure of the industry of the group formed by the three regions, and highlights the characteristics of each.

    Finally, and in an aim to extend the offer of statistical data to cover the growing demand for information on a wider territorial level, the three cooperating Agencies agreed on the design and creation of a municipal data base. This municipal data base is at present in the design phase.

  2. Pyrenean Work Community (PWC)

    The Pyrenean Work Community (P.W.C.) is a cross-border cooperation body in which the following regions participate: Aragón, Catalonia, Navarre and Euskadi in Spain; Aquitaine, Midi-Pyrènèes and Languedoc-Roussillon, in France; and the Principality of Andorra.

    On the 2 October 1997 a work group was created to develop a "Management System for Information relating to the Pyrenees". This project is made up of the following phases:

    1. Creation and start up of an Internet server. The server is to include institutional information on the P.W.C. or information relating to action carried out, general statistical information which the territory and its institutions present, and links with statistical servers for regional, national or international institutions which are likely to provide complementary information to that which the P.W.C. itself proposes.
    2. Organization of a P.W.C. Intranet system to make available to its members the information and means that enable the exchange of work.
    3. Creation of a data base.

    STATISTICAL ATLAS OF THE PYRENEES: For the first time, within the framework of cross-border cooperation, several statistics offices from both sides of the Pyrenees have published a statistical atlas of the region. Although incomplete, this first exercise enables a statistical focus on the Pyrenees: 49.850 km2 of area, i.e. 1,101,000 inhabitants, 617,000 households among which 167,000 are second homes; 45,000 jobs in agriculture, 108,000 in industry, 40,000 in construction, 205,000 in the tertiary sector, 92,000 non-agricultural establishment and over 5.8 million tourists, are some of the data that can be found in this document.
